Bali- Which places to see/stay

I have a couple questions about where to stay near the water in Bali. What cities are the best/nicest? IS the water warm in January? IS the water nice?

water is warm all year.

more towns/villages than cities.

water is murky on west coast north of tanah lot roughly, and the east, south and west coast is clear.

places to stay depends on what you want. eg quiet, beach, mountains, lakes, action, etc?
